您似乎混淆了服务端点和mex端点。它们是独立的端点。
将服务器上的配置更改为：

 <endpoint contract="IService1" binding="wsHttpBinding" address="" />
 <endpoint contract="IMetadataExchange" binding="mexHttpBinding" address="mex" />

然后重新创建代理。
