The Managed Metadata Service or Connection is currently not available. The Application Pool or Managed Metadata Web Service may not have been started.

This error might occur when the application pool account used by your web application has no permission to access Managed metadata service application pool when Anonymous authentication enabled.

The default IUSR anonymous account is per-server range and can access other application pools.
