I understand what is communication site and modern team sites how they will work behind. But I am having couple of questions?

- When I create a new modern team site it will create one office 365 group behind. The type of group will come as Office. Assume there is a company with 500 employees, if each user creates their own site then there will be 500 office groups. In such cases how to govern this policy?
- May be one option is Hide the Site Creation command from SharePoint tenant admin center. This will applicable to all the users which is again drawback.
- I just want to validate this with simple example: My company is having 500 employees with 20 Project Managers. I want to give permission to only 20 project managers to create modern team sites based on the projects that people are working. Is this possible scenario here?

Then what is the use of communication site, just rich look?

Also, I stay away from almost all built-in functionality, like communications sites. You're better off creating a standard site and designing it the way you want it. It will save you functionality change headaches in the future.
