I'm a fresh developer on WP7, while I wanna to change the ring and vibrate profile by code, for example disbale ring or enable vibrate.

to acquire an instance and start and stop vibration relative to application needs but if you are looking for an impact on OS level then I seriously believe it is not possible to be done from application level. Even doing so on an application level would be allowed relative to a need and since Windows Phone doesn't provide you to play with APIs to intercept call that wouldn't be allowed.
