1A02 Allow persistent cookies that are stored on your computer 
1A03 Allow per-session cookies (not stored)

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\<ZoneNumber>
