[UWP] CameraCaptureUI不允许用户接受Surface Pro 4上拍摄的照片

Based on these settings passed to Microsofts API, the camera application is on a surface pro 4 doesn't allow the user to accept any picture taken for front-facing camera and back-facing camera.
