When I create a new App Service Plan I am given a choice between an "App Service Plan" and "App Service Plan (Classic)".

They're the exact same thing in terms of what they accomplish and provision. The only difference is that the newer "App Service Plan" option has a new interface which is much faster and simpler to use. It was just released recently so we're keeping the old one around for a little while in case people run into issues. We'll get rid of the "classic" option soon though. Sorry for the confusion.
