I have a case where I am using the Azure network as a transit between two customer offices, hence why I am using site-to-site VPN instead of global peering.

When configuring a VPN between Azure West Europe and Azure West India, I have a quite high latency sometimes (around  280 ms) and sometimes it drops down to 140. When just measuring latency between regions, but to the public IP (so I am not using the tunnel), the latency is always around 130-140 ms.

That the VPN overhead add a bit is OK, but double does not seem related. Is the VPN traffic between regions handled differently?

For reference, I have similiar setup between west europe and east asia, and do not experience same issues.
